The problem
Nobody can say what the company has committed until finance closes the month. A purchase is raised in a chat thread, approved by whoever replies first, and paid against a card statement that arrives three weeks later. The receipt is a photograph in somebody's inbox. The budget is a spreadsheet finance owns. Each of those holds a slice of the truth and none of them agree on what a cost centre is called, so finance reconciles backwards from the statement and matches payments to conversations. The second question is worse than the first. When an auditor asks whether the person who approved a purchase was allowed to approve it, authority that was never checked at the time cannot be shown afterwards.
The solution
One record per request, from the moment it is raised to the moment it is paid. The approval limit is applied when the request is submitted rather than checked later, so a request above someone's authority cannot be approved by them at all. The receipt attaches to the claim. The cost centre is chosen by the person raising the request, who knows which one it is, instead of being guessed during reconciliation. Approvers can delegate while they are away without the request stalling. Finance exports the approved batch to the accounting system for payment.
